Toledo City Council takes up two surveillance contracts this afternoon. The first, O-307-26, would wire exterior license-plate cameras at up to 16 school properties into the police department’s Flock network, at up to $85,000 in one-time capital cost and up to $50,000 a year in subscriptions. The second, TMP-12791, renews for three years, at $35,000 a year, the software Toledo police use to map gang and organized-crime activity. Ohio and Michigan got the same federal report yesterday afternoon and it describes two different emergencies on either side of a line you can drive to from downtown Toledo in ten minutes. The gap has been widening all month. Half of Ohio’s topsoil — 49 percent — is rated surplus, which is the polite word for too wet to drive on. Ohio farmers got 2.1 days of usable fieldwork out of the week. Across the line, 10 percent of Michigan’s topsoil is very short and another 39 percent is short.
