The University of Michigan ended a year of guessing Tuesday: its preferred site for the Los Alamos research computing center — a data center in academic dress, priced by the university at roughly $1.2 billion — is 144 acres on Textile Road near Bridge Road in Ypsilanti Township, in the far eastern corner of Washtenaw County, beside the Huron River. The university's language is all superlative: a "landmark research computing center," computing power for "the world's most complex challenges," some 200 jobs averaging $200,000 a year. The state committed $100 million toward it back in December 2024. The partner is Los Alamos National Laboratory — the national-security lab of Manhattan Project fame — which is precisely the association some of the neighbors cannot get past. The township's answer came the same day, and it was not a request for more information. Supervisor Brenda Stumbo called the announcement "a travesty of justice" and, in a second sitting, "offensive, disgusting and gross to our community." Township attorney Doug Winters put it in three words — "We're going to fight" — and in two more, calling the siting "environmental racism": Planet Detroit notes the township's per-capita income runs about $36,000 against $53,000 countywide, and residents have spent a year asking why the region's biggest infrastructure project keeps gravitating to the cheaper side of the county line. The opposition is not new and not improvised: the township has been passing resolutions against the project since last summer, and in April the Ypsilanti Community Utilities Authority put a 12-month moratorium on water hookups for data centers. Rep. Debbie Dingell has criticized the university's transparency. Residents' stated fears run from water capacity to the blunt one — that a Los Alamos partnership means nuclear-weapons research next door, and whatever attention that draws. Here is the fact that makes this fight different from an ordinary zoning war: Michigan's constitution gives its public universities unusual autonomy, and local zoning generally cannot reach them. A township that zoned data centers away could still find one on university land — which is why a community that has already passed its resolutions and its moratorium is talking about lawsuits and town halls rather than permits, and why Stumbo reached past the ordinance book to say the university does "not have the constitutional right to harm people." U-M, for its part, says the site will meet its power and water needs "while preserving natural features" and buffering neighboring homes and parks. The place to hear both sides say it aloud: a community town hall, September 9, at the Ann Arbor Marriott Ypsilanti at Eagle Crest. And step back one pace, because this paper has been here before — four times in a month. Oregon fought a Vantage data-center campus to a petition drive. Findlay debated a data-center ordinance for an industrial zone that contains, by the city's own count, zero qualifying parcels. Middleton Township got a Meta project's 350-megawatt gas plant fast-tracked past it without a public hearing. Now Ypsilanti Township draws the largest one yet, from a landlord it cannot zone against. The data center is no longer a business story that visits the region occasionally. It is the region's land-use fight of the decade, arriving one township at a time — and as of this week, candidates for governor of Ohio are campaigning on their data-center plans. THE ALMANAC LAYERLA CAPA DE ALMANAQUE Los Alamos National Laboratory was founded in 1943, in secret, on a New Mexico mesa, to build the first atomic bomb; it remains one of the federal government's two nuclear-weapons design labs, alongside broad unclassified science. The University of Michigan, chartered 1817, predates the State of Michigan itself — the source of the constitutional autonomy (Article VIII) that Michigan courts have long read to keep its internal affairs, and largely its land use, out of local government's hands. When those two institutions agree on 144 acres, the township hosting them holds the shortest legal lever of the three. Hence: a town hall, a moratorium, and an attorney saying "fight."
