Customs officers began charging a 50 percent duty on 554 categories of Canadian goods at 12:01 a.m. eastern time Saturday, about 60 miles up the road from Toledo, at four crossings that carry more freight than any other stretch of the northern border. Prime Minister Mark Carney said Friday he had suspended trade negotiations and ordered Canada’s negotiators home to Ottawa, saying “last-minute changes in the U.S. proposed terms were unfair, uneconomic, and called into question the reliability of any deal.” He said Canada would match the levies dollar for dollar. The duty comes from three proclamations signed July 20 and published July 23: 11046 on alcohol, naming 63 tariff subheadings; 11047 on dairy, naming 52; and 11048 on motor vehicles, naming 439. Being made in North America does not exempt a car — origination under the United States-Mexico-Canada Agreement buys nothing here. Steel, aluminum and the other goods already carrying Section 232 duties are excluded, as is civil aircraft. The duty had been set for Aug. 19 and was pulled back three days by Proclamation 11056 of Aug. 18, which moved the date to 12:01 a.m. Aug. 22 and said the reprieve was granted because “Canada has expressed a commitment to remove the discriminations.” That proclamation went on public inspection at 11:15 a.m. Friday and is scheduled to appear in the Federal Register on Monday, at 91 FR 54789 — two days after the suspension it granted ran out. No employer, union, chamber or officeholder in this region has said anything on the record about it. The Toledo Regional Chamber’s newsroom carries no statements at all. Marcy Kaptur’s office has published nothing on Canada or tariffs. The Detroit Regional Chamber’s posted tariff position is dated April 3, 2025, and is about different tariffs. Stellantis, Ford, General Motors, the UAW, both governors, all four senators and both state Farm Bureaus were silent as of press time, and there is no word on what any of this means for Toledo Assembly, which builds the Wrangler and the Gladiator. THE ALMANACEL ALMANAQUESection 338 of the Tariff Act of 1930 — the act better known by the names of its sponsors, Smoot and Hawley — lets the President answer a finding of discrimination against American commerce with a new duty of up to 50 percent. Fifty is the ceiling the statute allows, which is why the number is fifty and not some other number.
