On Oct. 1 Washington cuts its share of what it costs to hand out food aid from half to a quarter. The change comes out of the tax and spending law signed in July 2025, which is projected to cut SNAP spending by $187 billion through 2034. The Agriculture Department’s proposed rule carrying it out, published June 24, sets the new figure plainly: “The base percentage for Federal payment shall be 25 percent of State agencies’ allowable SNAP administrative costs.” The comment period is open until Sept. 8. Ohio saw this coming and put up $12.5 million in March to help counties keep administering the program. It was handed out on an equal-allocation formula rather than by caseload, with no county receiving more than it lost. “What you have happening is then all of the small counties are basically being made whole, and all of the metro counties aren’t,” agency director Breda Osburn said.Ohio lo vio venir y aportó 12,5 millones de dólares en marzo para ayudar a los condados a seguir administrando el programa. The agency cannot solve this by moving money. Federal dollars arrive in separate pots and are charged against them by a sampling system: an eligibility worker gets an email asking what they are doing at that moment, and the answer is almost always SNAP. Caseloads for Temporary Assistance for Needy Families collapsed after the 1990s welfare overhaul, but the formula that funds it did not change, so TANF is carrying more than it needs while SNAP goes short. “Our budget may appear to be sufficient in total, but the siloed funding and cost allocation methodologies limit our ability to effectively utilize everything,” Ms. Osburn said.La agencia no puede resolverlo moviendo dinero. So the county has two doors and both cost something. It can cover the gap out of a general fund already forecast to run $12 million in deficit this year, or it can cut staff — up to 70 of the 300 people who administer SNAP. The work that would absorb the loss is already heavy. A caseworker fields about 10 calls a day, 10 to 30 minutes each, from people determining eligibility across programs with different rules and different arithmetic. “I know that they’re upset with their situation and not at myself,” said Caleb Agner, one of the agency’s caseworkers. “I personally try to have a lot of empathy for them.”El trabajo que absorbería la pérdida ya es pesado. It lands on top of a second change already in force. And a third is coming. From 2028 states may have to pay part of the benefits themselves, in proportion to their payment error rate — a rate driven largely by things the agency does not control, such as a client who forgets to report a new job. Lucas County’s error rate was 6.47 percent in 2025 and Ohio’s was just over 6. “If we have something more consistent with what we got last year as far as the statewide error rate, it’s like $161 million that the state would have to come up with,” Ms. Osburn said. The charities know what is coming toward them. Food was the second-most-requested service on United Way of Greater Toledo’s 211 line last year, after housing, and the calls are changing shape. “People are finding themselves in circumstances where they just can’t afford a basic survival household budget,” said Jill Bunge, the organization’s vice president of impact and outreach. At Connecting Kids to Meals, president Wendi Huntley points at a second-order effect: her sites qualify partly on how many local children get free or reduced-price school meals, and SNAP participation is one of the things that establishes that. One figure needs squaring and this paper cannot square it. On July 30 we reported that about $4 million in SNAP costs would land on Lucas County under this same law. The county’s figure for the administrative share is more than $2.5 million. They were a farm program: the government had surplus crops it wanted moved, and people on relief were the mechanism. A dollar stamp bought a dollar and a half of food, and Rochester, N.Y., was one of the first half-dozen cities to try it.
