Toledo City Council takes up two surveillance contracts this afternoon. The first, O-307-26, would wire exterior license-plate cameras at up to 16 school properties into the police department’s Flock network, at up to $85,000 in one-time capital cost and up to $50,000 a year in subscriptions. The second, TMP-12791, renews for three years, at $35,000 a year, the software Toledo police use to map gang and organized-crime activity. The meeting is at 4 p.m. in council chambers at One Government Center, and it is open to anyone who wants to sit in.El Concejo Municipal de Toledo trata esta tarde dos contratos de vigilancia. The word “school” is doing more work in that sentence than it looks. The sites named so far are not all public schools. Six belong to Toledo Public Schools — Beverly, Byrnedale, Glendale-Feilbach and McTigue elementaries, and Rogers and Bowsher high schools with their stadiums. Five belong to the Catholic Diocese of Toledo: Our Lady of Perpetual Help, St. Joan of Arc, St. Patrick’s of Heatherdowns, St. John’s Jesuit High School and the CYO field. Three are private — Trinity Lutheran, Toledo Christian and Maumee Valley Country Day. The pilot started with a councilman going door to door. Adam Martinez asked principals in his district whether they wanted in. Each school that says yes signs its own agreement with the city governing how the data is used, and some cameras would go on major intersections near the schools rather than on school ground. A week ago some of the same members who will vote today said they wanted the whole technology parked. “I think the city needs to seriously take a look at what our policy is around, quite frankly, any technology and AI usage, and be very clear about who we’re sharing with, what we’re sharing, and why,” council member Nick Komives said. Council member Dr. Brittany Jones put it at the vendor: “I understand that it’s a tool being used for public safety. However, considering the other uses of the Flock cameras, I think that we need to take a step back and really analyze this company. Netlucent’s Ensemble Group is the software Toledo police use to map organized crime, and Dr. Jones, who supports renewing it, wants something in return: “I was interested in definitely seeing the data from its inception to now, how it’s lowered gang activity or has identified different trends within the city.” Three years at $35,000 buys the license. Whether anyone has measured what the first years bought is the open question, and it is hers.El segundo contrato no ha provocado esa discusión. Three things are missing from this account and the paper is not going to paper over them. Neither Toledo Public Schools nor the diocese has said anything on the record that we could find about putting police cameras on their property. The ordinance text itself was not read this morning.
